In November of 2005 the Pointe Coupee Police Jury ruled against allowing FEMA trailer parks in the parish. The final vote was nine against the trailers and three in favor. Lack of infrastructure was cited as the main argument for the ruling. However, proponents for the trailers believed that race and social status of the evacuees formed the underlying reasons for rejection of the trailers.

The controversial decision became the catalyst for the December 13th 2005 meeting.
